Silber is the Administrator of the University in Adua. He seems to have no other function but secretly he is the Adeptus Demonic studying the occult.

The Blade Itself[]
Inquisitor Glokta first meets University Administrator Silber when he goes to the University seeking a mundane explanation for the explosion in Bayaz’ chambers. Glokta is surprised by the warm welcome he gets from the Adepti (Silber, Saurizin, Denka, Chayle and Kandelau), who invite him to dinner. The old men seem surprisingly familiar with Arch Lector Sult, and enquire whether they will receive more funds now that the Mercers’ assets have been seized.
When the Adeptus Chemical can't product any meaningful results, Glokta seeks to learn more about Bayaz himself. As Administrator Silber leads him to the Adeptus Historical, Glokta makes a wrong turn and tries to open an ancient door with black rivets. The Administrator abruptly seized his arm and snapped a resounding "No!", before guiding him the right way[1].
Last Argument of Kings[]
Glokta goes to see the Adeptus Historical again to learn more about The Seed. The scholar knows very little. There were once many books in the library from that era, but cryptically says they were taken some years ago by someone Glokta knows well. Before Glokta can learn who, they are interrupted by the University Administrator, and Superior Goyle, who order Glokta to leave and not come back. This is just one of many hints that Sult and Goyle are up to something in the University, and that Sult knows more than most about the occult.
During the Battle of Adua, Glokta finally discovers the truth by torturing Goyle; Sult and Silber, the Adeptus Demonic, have been conducting occult experiments to make contact Demons on The Other Side. Through them they could learn secrets, and has found a way to bring them through to send against his enemies.
Glokta and his motley mercenaries go to the University, and in the room behind the black riveted door, they find the demonic incantation in progress. Silber stands behind a lectern, reading from a great book open before him, amid an intricate design laid out on the floor in salt. Adeptus Chayle warns that it’s dangerous to stop the incantation. However, Nicomo Cosca steps forward, but reluctant to cross the salt, whips out his throwing knife, and throws it directly into Silber’s forehead, killing him. The incantation ends to everyone’s relief.
