Chapter Summary Edit
Captain Luthar and Lieutenant Jalenhorm are standing guard during the Open Council in the Lord’s Round. They both realises that something is afoot; it is more crowded than usual with four of the most powerful nobles in The Union present (Brock2, Heugen, Isher, and Barezin), as well as three members of the Closed Council.
Lord Chamberlain Hoff declares that the only matter for discussion is the Mercers’ royal license for trade in the city of Westport, which they were granted due to their contribution to the First Gurkish War. Arch Lector Sult is granted the floor, and accuses the Mercers of evading the King’s taxes. The nobles, who are heavily invested in the Guild, are outraged and demand proof, which Sult is more than happy to provide.
Inquisitor Glokta marches in, parading prisoners Salem Rews, Carpi, and Hornlach. Each shows evidence of torture and Glokta’s coaching of their testimony. The irate nobles have much to lose and try to appeal to High Justice Marovia. Although Marovia is clearly displeased, he admits that the evidence is conclusive. The Guild of Mercers is convicted of high treason, and Inquisitor Glokta and Lieutenant Jalenhorm ordered to arrest the head, Magister Kault. Meanwhile, the Mercers’ trade license is given into the loyal-hands of the Inquisition. With that, the council dissolves.
Outside the Lord’s Round, Jezal finds Lieutenant Brint chatting with Ardee West. The pair seem entirely too comfortable with one another. Jezal petulantly orders Brint back to work, oblivious to the fact that Ardee has clearly orchestrated this encounter. As the two walk off arm in arm, Jezal pondering the virtues of the woman on his arm; if only she was well-bred and had more money.

- The first real indication of the ongoing battle among the Union Elite. Marovia, seemingly highly respected by all, is not pleased with Sult’s maneuvering.
- Lord Brock seems especially infuriated at the cavalier actions of members of the Closed Council doesn't he? Interesting.
